If you don't have a good concept, then you shouldn't bother. But if the execution goes wrong, simply start over and try it again.

well, the question is: which one is more important, so "both" and "neither" are invalid (for me) because logically, you should choose 1.
If I should choose 1, I'll go with execution. without good concept, at least the result still looks pretty. Maybe people will dislike the result later because it lacks good concept, but at least they have looked at it because "the book has a good cover".

for example, If you dressed like a robber, with big gun on the street (But you are not, in fact you want to give $1000000 to people you met on the street), can you blame them if they're running away from you?

make them know the art first, then let em feel the meaning behind it.

concept becuase u need an idea and if ur not in an art mood getting to drawing or painting will be difficult
